Path-scoped rules: each instruction next to the code it is about

One large instruction file is, for an agent, a rulebook read cover to cover every morning. Most of it has nothing to do with today’s work, and it fills the context.

Three homes for a sentence

A rule for the whole project goes in AGENTS.md. A rule for one part of the tree goes in its own file with a paths: glob, and loads only when the agent touches that path. What a capability does goes in its spec.

A context budget

The size of what always loads is measured, and a guard keeps it under its ceiling.
